To start with, being just steps from Liverpool Street and costing £45 for 2 people, the Andez London afternoon tea is a great value. The atmosphere is also nice, it's a lobby-type area with high ceilings, and every table is extremely well spaced apart with a few couches as well - great for along quiet conversations.
The service was lacking, on entering I needed to track down the concierge in the restaurant next door. When my 3-tiers arrived the server simply said "here it is" without explaining anything. The food was also unremarkable, but being affordable I guess that's what to expect. I did like the scones, with a slight crunch.
In general, if you're looking for a quiet place minutes from Liverpool St and don't want to break the bank, I'd suggest the Andez for afternoon tea.
